Statement by Baseball PEI, re: "AAA" Policy in Relation to 15U in the Eastern Zone

Section 2.8 of the Baseball PEI Procedures Manual, states:

“Each [“AAA”] Zone shall have a minimum of one “AAA” team in the 11U, 13U and 15U League. If a Zone fails to field a “AAA” team in a certain age category, the “AA” and “A” teams from that Zone in that age category will be eligible to participate in a Baseball PEI League and exhibition tournaments, but will not be eligible for any Provincial tournaments.”

The four associations within the Eastern zone – Cardigan, Northside, Souris and Stratford – have been trying to create and field a 15U “AAA” team in 2019, with little success. Many of the top 15U players within the zone have not been trying out for this team; many of these players have the mindset that they will play “AA” in order to have a strong chance to win Eliminations and Provincial Championships and play in the 2019 Baseball Atlantic 15U “AA” Championships in Newfoundland and Labrador. As well, many players and parents have expressed to their local association that they believe Baseball PEI will not enforce the policy above and therefore they do not have to worry about playing “AAA.” It has come to the point that there are simply not nearly enough players capable of playing at a “AAA” or even “AA” level trying out for the 15U “AAA” team, and it appears players that should be playing at the “AAA” level are electing to play “AA” in order to have a chance to win Eliminations and/or Provincial Championships and represent Prince Edward Island at the 2019 Baseball Atlantic 15U “AA” Championships.

Baseball PEI reaffirms, with the expressed support of the Cardigan, Northside, Souris and Stratford associations, that if there isn’t at least one 15U “AAA” team, none of the 15U “AA” and “A” teams registered from any of these four associations will be permitted to register in any Provincial tournaments (Eliminations and Provincial Championships). These teams would be permitted to register in the Baseball PEI league, and play in as many exhibition games and tournament as they wish, but they would not be permitted to register for Provincial tournaments (and, for 15U “AA” teams, would not have a chance to become the Provincial representative at the 2019 Baseball Atlantic 15U “AA” Championship). Baseball PEI will not waiver in the enforcement of this policy, and these four associations support this stance from Baseball PEI.

In an effort to avoid the potential situation of the Eastern zone not being able to field a 15U “AAA” team, and therefore all the 15U “AA” and “A” teams within the zone not being permitted to register in Provincial tournaments, the associations within the Eastern zone are putting forth one final attempt to field a 15U “AAA” team. Therefore, all players that are interested and willing to try out for/play at the 15U “AAA” level are asked to email either Troy Worth or Duane Smith at tandlworth@eastlink.ca before this upcoming Monday, 13 May 2019 at 8 pm. From the players who indicate willingness to play 15U “AAA,” a decision will be made as to whether a 15U “AAA” team will be fielded out of the Eastern zone or not. If the decision is to field a team, a 15U “AAA” team within the zone will be fielded and therefore all 15U “AA” and “A” teams from associations within the zone will be permitted to register for and take part in 2019 Baseball PEI Provincial tournaments. If the decision is not to field a 15U “AAA” team, based on the interest from 15U players from within the zone, no 15U “AA” or “A” teams from the Eastern zone will be permitted to register in Baseball PEI Provincial tournaments in 2019.

In closing, Baseball PEI believes in player development and the importance to players playing within their appropriate skill division. The associations within the Eastern zone believe in this as well. That is why this policy is in effect, and that is why Baseball PEI will enforce this policy.
